In a small bowl, whisk together sesame oil, soy sauce, rice vinegar & cornstarch until smooth. Add honey & red pepper flakes. Whisk again until smooth. Set aside. Add sesame seeds to large nonstick skillet over medium heat. Toast for 1-2 min until fragrant. Tranfer to plate & reserve. Spray pan w/cooking spray. When hot, add beef, garlic, & ginger. Cook & stir until beef is just cooked through, about 3-5 min. Using tongs, transfer to a plate & cover w/foil.
