Mix chilim, cumin and paprika in bowl. Rub on sliced beef. Heat oil in pan and sear each piece of beef.
Remove beef to slow cooker. Add beef broth to deglaze pan, Add paste and minced chilpote. Whisk in. Bring to boil then reduce heat and simmer until sauce slightly thickens.
Add onion and garlic to crock pot and top with sauce. cook 6-8 hours.
