Preheat oven to 400. Whisk flour baking powder and salt until well blended. Grate in frozen butter. Mix lightly with fingers to spread butter evenly throughout the flour.
Pour milk into the flour mixture. Stir with the handle of a wooden spoon to form a dough. Fold dough over several times by hand to gether all together. If neccessary add a little more milk to gather up stray flour.
Form into a circle on a lightly floured board. Cut into wedges or any other shape you like. Place on a baking sheet. Bake for 15 min in a 400 oven or till golden. Serve warm.
