Heat oven to 350 degrees. Spray baking sheet with non stick cooking spray.
Mix margarine, brown sugar, sugar and egg in a large bowl.
Add water, vanilla, salt, baking soda, flour, oatmeal, and raisins. Mix well.
Drop by rounded teaspoons onto baking sheet.
Bake for 12-15 minutes.
