Beat egg whites until frothy. Add cream of tartar and beat on high until stiff (1-2 min). Add powdered sugar 1 T at a time. Add vanilla. Place each cookie in the center of a mini cupcake paper liner. Top with approximately 1 T of the meringue. Bake at 350 degrees for 10 min or until tops are brown. Remove from oven and drizzle caramel sauce over the top.
