Combine sugar, cocoa and milk in heavy pot and cook over medium heat stirring constantly until sugar dissolves and mixture boils. Continue cooking to soft boil stage (234 degrees) stirring only if necessary.
Remove from heat, add vanilla & butter and stir untill melted. Pour mixture onto buttered plate.
