Place potatoes in a pot of water over high heat and boil until potatoes are tender, about 15 minutes. Drain potatoes and return them to the pot to let them dry out a bit. Mash potatoes with half-and-half, or whole milk using a potato masher. Add cream cheese and smash until the cheese melts into the potatoes some, then add chives or scallions and season with salt and pepper.
