Prepare jello in bowl as directed, but only add 1 cup of cold water. Add orange juice, mandarin oranges, and pineapple. Pour into a 13x9 dish. Store in refrigerator until set. After jello is set, prepare pudding as directed, using only one cup of milk. Add Cool Whip to mixture and spread on top of jello.
