Bake potatoes, scoop out insides and discard shells. Melt butter in large sauce pan. Add flour; cook 2 minutes, stirring constantly. Gradually add milk, cooking over medium heat until thick and bubbly. Mash potatoes slightly with a fork; add to pan. Stir in salt and pepper. Cook until heated- do not boil. Add sour cream; cook until heated- do not boil. Sprinkle individual servings with cheese, bacon and green onions.
