In a large saucepan over medium heat, combine water and ground beef. Stir and mash beef until mixture is soupy. Bring to a boil.
Stir in tomato sauce, onion, bay leaves, garlic powder, ground cinnamon, cumin, salt, chili powder, red pepper, worchestershire sauce, vinegar, and allspice.
Reduce heat and simmer, uncovered, for 2-1/2 to 3 hours, stirring occasionally.

Cincinnati style chili is served over spaghetti & topped with grated mild cheddar cheese as well as onions, and/or kidney beans if desired.
