1) Preheat oven to 350 F. Line 12 standard (2 1/2-inch) muffin cups with paper baking cups.
2) Combine flour, baking soda, baking powder and 1/2 teaspoon salt in medium bowl; mix well. Beat granulated sugar and 1/2 cup butter in large bowl at medium speed until creamy. Add eggs, peel and juice of 1 lemon; beat until well blended. Add flour mix; beat at low speed while adding buttermilk until just combined. Spoon evenly into prepared muffin cups.
3) Bake 20 to 22 minutes or until toothpick inserted into centers comes out clean. Cool in pan 5 minutes. Remove to wire rack; cool completely.
4) Beat powdered sugar, juice of 2 lemons, boiling water and 1/4 teaspoon salt in large bow at low speed until cool. Add 3/4 cup butter; beat at medium-high speed for 3 minutes or until doubled in volume. Add food coloring, a few drops at a time, untile desired shade is reached.
5) Place frosting in piping bag fitted with star tip; pipe frosting on cupcakes to resemble fur. Decorate with candies and licorice to create monter faces. Pipe dots of decorating gel in each eye.
