Put chicken on bottom of slow cooker. Add bell peppers and chilies. Add basil onion, salt and pepper. Pour in water. Cover and cook on low for 4-5 hours.
Before serving, remove chicken and puree peppers and sauce left in slow cooker. Add sour cream to the blender. Then, pour back into cooker.
Shred chicken and add to sauce.
Serve on tortillas or over rice with cheese.

Replace sour cream with yogurt if desired.
