Heat 1 3/4 cups milk, sugar, salt, butter and 1 teaspoon vanilla in a saucepan until hot and sugar is dissolved- do not boil. Stir frequently.
Mix remaining milk, flour and cornstarch until smooth. Pouring slowly, stir into hot milk mixture. Stir continuously until thickened. Remove from heat, stir in remaining vanilla. Cool. Store in a covered container in refrigerator.
Tips- If too thick, add a little more milk. For a pudding type consistency, add more cornstarch.
