To make the crust, sift dry ingredients into a bowl. Work the butter into the flour using your fingers or two forks. Add the milk and mix just until dough comes together and can be formed into a ball. Refrigerate for at least an hour. Cook beef. Sauté the onion and bell pepper. Combine filling ingredients together. Preheat oven to 400. Divide dough in two and roll out to 1/8th inch thick and cut into 7 inch circles. Spoon filling onto half and fold over, seal with a fork, and cut a little slit in the top. Place on greased baking sheet. Bake for 10 minutes. Reduce heat to 350 and bake until crust turns light brown. Brush with glaze and make for 5 more minutes.
