Heat oven to 350 degrees. Line a 9 inch pan with foil, with the ends of the foil extending over the tray. Spray with cooking spray.
Cook caramels and milk in a sauce pan over low heat until the caramels are completely melted and the sauce is well blended. Remove from the heat.
Mix four, oats, sugar, baking soda, and salt in a large bowl. Cut in the butter with a pastry blender or 2 sharp knives until crumbly; press half onto the bottom of the prepared pan. Bake 10 minutes; top with chocolate chips and nuts. Drizzle with caramel sauce. Sprinkle the reamining crumb mixture on top.
Bake for another 20-25 minutes or until golden brown. Cool completely. Use foil handles to lift dessert from the pan before cutting into bars.
