Cook potatoes in boiling water 15 min. or until fork-tender. Drain.
Heat oven to 325. Coat an 8x12 in. baking dish with cooking spray.
Combine cooked potatoes, milk, cream cheese, sour cream, parsley and garlic powder in a mixing bowl. Blend with an electric mixer on medium-high until smooth. Spoon into baking dish. Cover.
Bake 30-40 min. Remove from oven. Uncover and sprinkle with cheese. Bake another 5-10 min. until cheese melts. Serve immediately.
