Cut bacon strips into halves. Wrap bacon pieces around each water chestnut. Secure with round toothpick half. Remove foil-lined pan. Broil. Cook sugar and ketchup until sugar dissolves. Mix chestnuts in sauce and keep warm. I put mine in a crock pot.
