Combine quinoa, eggs, salt in medium bowl. Stir in chives, onion, cheese, garlic. Add bread crumbs. Let sit for a few minutes. Form mixture into 12 1-inch patties. Mixture can be kept covered in fridge up to 2 days.
Heat oil in large skillet over medium-low heat. Add patties, cover and cook, about 7-10 minutes. Cook second sides about 7 minutes.
