Warm oil in skillet, add onion, garlic,pepper, carrots and
celery. Cook and stir about 12 min. Add chili pwd and cumin.
Saute about 3 min.
Stir in stock and beans, simmer for 25 min.remove 2 cups of
soup and puree, sir puree back nto pot. Season with salt and
pepper. Serve with cilantro and sour cream
