Cover shrimp with milk and refrigerate for at least 1/2 hour. In food processor combine eggs, lemon juice, parsley, garlic, chives,salt, dry mustard, red pepper. Process 30 seconds. With processor running add butter and process 1-2 minutes and set aside. Combine flour, salt and pepper. Drain shrimp and dredge in flour. Heat oil and fry shrimp. Put shrimp in a baking pan and top with sauce. Place in broiler 2-5 minutes until sauce is browned and thickened.
