2. Melt butter in medium saucepan, then remove from heat. Stir the flour, salt & pepper into the butter until smooth. Gradually stir in milk. Bring to boiling, stirring. Reduce heat & simmer 1 minute. Remove from heat & stir in 1 1/2 cups cheese & the macaroni. Pour into casserole & sprinkle remaining cheese on top. Bake 15-20 minutes.
