Put the potatoes in a large pot, add water just to cover and season with 1/2t salt. Bring to boil over medium heat and cook until tender. 8-10mins. Drain and cool slightly.
Finely chop cooked bacon.
In a large bowl, combine the potatoes, bacon bell pepper, onion and scallions.
In a small bowl, whisk the olive oil, vinegar, mustard, mayo 1.4 t salt/pepper. Pour over potatoes, toss gently. Serve cold or at room temperature.
