Microwave butter in 4 quart bowl on high for 1 minute until melted. Add sugar and milk, mix well. Microwave high 3 minutes, stir. 2 minutes, stir. Microwave 3 minutes, stir. 2 1/2 minutes, stir.
Stir in chips until melted, add in vanilla and fluff. then pour and let harden.
