Heat oil in a skillet. Add cumin seeds, saute 30 seconds.
Add ginger, garlic, and shallots. Cook for 2 minutes.
Add cauliflower, cover, and cook, stirring occasionally, until
carmelized, about 8 minutes.
Add peas and tomatoes. Stir in turmeric, black pepper, coriander,
and cayenne. Salt to taste. Cook for 2-3 more minutes.
Cover and cook for 5-7 more minutes. Garnish with cilantro.
