Brown meat in large skillet and drain. Return meat to skillet.
Add milk, ketchup, nustard and onion powder; mix well. Bring to boil. Stir in shell pasta; return to boil. Reduce heeat to medium-low; cover. Simmer 10 minutes or until pasta is tender.
Stir in cheese sauce and sour cream until well blended. Stir in tomatoe and scallions.
