Sprinkle 1/4 tsp on shredded zucchini. Put in colander, let liquid draw out.
Heat oil in a medium skillet. Add garlic, green onions, cook until veggies are slightly soft. Remove from heat and allow to cool.
Combine breadcrumbs, panko, parmesan and lemon zest in a large bowl. Mix in lemon juice, quinoa, cooked green onions and garlic. Add egg and shredded zucchini. Mix together and form balls (size of a golf ball).
Preheat oven to 400. Heat oil on medium high heat. Cook patties for a few minutes on each side, until lightly brown. Cook in oven for 15 minutes, turning at halfway point.
