Boil 2 pots of water. Add the potatoes to one pot and the carrots to
the other. Boil the potatoes for about 15 minutes and the carrots
for about 20. Both should be tender and ready to mash when done.

Mash potatoes and add the remainder of the A mixture. Mash the
carrots as well. Set both aside.

Heat oil and add the rest of the C mixture. Brown the meat. If
necessary, drain off excess grease at this point. Add the D mixture
and bring to a boil. Simmer for about 5 minutes.

Place the beef in the bottom of a pan and add any additional
vegetables desired. Add a layer of mashed carrot layer, then
mashed potato layer. (the mashed things may need to be heated up
to spread better). Top with cheese. Heat in 375 oven for 20
minutes.
