Lightly spoon flour into measing cup. In large bowl combine crust ingredients except for marshmallows until crumb mixture. Press into a 9x13 pan ungreased. Bake for 12 - 15 minutes until a golden brown. Remove from oven and immediately sprinkle with marshmallows. Bake 1-2 minutes more or until marshmallows begin to puff. Cool while preparing topping.
