Place chopped broccoli in medium sized saucepan. Add 1/4 cup water, cover, and steam briefly. Remove from heat while broccoli is still a bit crunchy. Set aside. Mix milk and soups together in slow cooker. Add broccoli and cooking water and cover. Cook on high for 1 hour, or on low for 1 1/2 hours. Twenty minutes before serving, stir in cubed Velveeta cheese, if you wish.
