Place 2 inches of water in a steaming pot. Remove the tails from the shrimp if they haven't been already. Place the shrimp in a steaming basket and steam for ONLY 3 minutes (or until tender for larger shrimp). Meanwhile, in a small sauce pan saute the garlic in 1 tablespoon olive oil until tender. Add the parmesan cheese, brown sugar, soy sauce, marinera & red pepper flakes & scallion greens. Whisk until combined. Remove & drain pasta. Immediately add the 1/3 cup olive oil & toss. Add the garlic mixture to the pasta & toss. Add the shrimp and toss.
