Boil water, cinnamon, nutmeg, sugar and butter for 5 minutes then cool. Peel and slice apples. Mix flour, shortening, baking powder, salt and milk, roll out between 2 pieces of wax paper. Dot with butter and sprinkle with sugar. Spread out sliced apples. Roll up and slice 1 inch thick and put in 9x13 pan. Pour syrup over dumplings and bake at 425 for 35 minutes. Dough will be soft so use wax paper to roll it out thin.
