Mix and bake brownies according to the package instructions. Let cool. Beat 3/4 c. peanut butter and butter until smooth. Gradually add powdered sugar milk and vanilla. Beat until fluffy. Add additional 2 T. milk if needed to reach spreading consistency. Spread over brownies. Melt chocolate chips and peanut butter together in the microwave using 50% power, stirring frequently. Mix thoroughly and spread over peanut butter frosting. Refrigerate until set (about 1 hr).
