In large bowl combine bread, pepper and sage. Set aside. Fry celery and onion in butter until transparent. Pour over bread and mix well. Stir broth into bread mixture. place in 13X9 glass baking dish. bake at 350 for about an hour. Stir often to pull the crusty stuff off the bottom to create more crustiness. If you prefer soft stuffing, don't stir at all.
