Bring water to a boil in a 3-quart saucepan. Remove from heat and add apples. Cover and let stand for one hour. Bring to a boil, then cover and reduce heat. Simmer for 10-15 minutes or until apples are tender. Drain and place apples in an 8" baking pan.
In a bowl, combine oats, brown sugar, flour, and cinnamon. Cut in butter until crumbly. Sprinkle oat mixture over apples.
Bake at 375 degrees for 30-35 minutes or until golden brown.
