Heat oil in a dutch oven. Add beef, breaking it into bits. Stir and brown beef lightly (2 minutes) Add green pepper, onion and celery. Cover and cook over low heat (5 min) Stir in rice, salt, basil, chili powder, tomatoes, water and olives. Pour rice mixture into 2 quart casserole. Cover and bake at 375 for 30 minutes, until moisture is absorbed.
