Combine sauce, vinegar, soy sauce, & pepper in bowl.
Heat oil in pan over medium heat. Add chick'n & stir fry for 5 minutes then put in bowl. Add garlic & ginger in pan & sauté for 15 seconds. Add sauce mixture & stir for 1 minute.
Add chick'n back to pan and coat with sauce. Stir in 1 tbs scallions. Stir for 2 minutes.
Serve over rice and garnish with remaining scallions.
