Bring a large pot of water to boil with a large pinch of salt. Preheat broiler or oven to 500 degrees. Halve, peel and finely chop onion. Mince the garlic. Peel and finely chop the carrot. Remove the stem and ribs from the kale and thinly slice.

Heat 1 tablespoon olive oil in a pan over medium heat. Add the onions, carrots and oregano, season with salt and pepper. Cook for 5 minutes until slight softened. Add the garlic and cook for 30 seconds until fragrant.

Add the ground beef and season with salt and pepper. Cook, breaking up the pieces for about 6 minutes until no longer pink. Add the pasta to the boiling water and cook for 10-12 minutes or until just aldente. Reserve about 1/2 cup of the pasta water before draining. While the pasta is cooking add the crushed tomatoes to the pan with the beef. Season with salt, pepper and sugar and simmer for about 10 minutes. Drain the pasta and add it to the pan along with the kale. Toss to combine. Add a splash of the past water if the sauce has become too dry. Cook for about a minute or two until the kale has started to soften.

Transfer the pasta to a baking dish. In a small bowl combine the panko and parmesan with 1 teaspoon olive oil. Sprinkle the pasta with the panko topping and place under the broiler or in the oven for a few minutes until golden brown and cheese has melted.
