Cook noodles according to package directions; drain. Meanwhile, melt 2 Tablespoon margarine in 5 quart saucepan; saute onions until tender. Stir in broccoli, undrained tomatoes, tomato paste, seasoning mix, water and garlic salt. Bring to a boil. Reduce heat; simmer, uncovered, for 10 minutes, stirring occasionally. Stir in cooked noodles. Layer half of the noodles mixture in 13 x 9 x 2 inch baking dish. Sprinkle with cheese. Layer with remaining noodle mixture. Melt remaining 1 Tablespoon margarine; stir in crumbs. Sprinkle over casserole; cover and bake in preheated 350 degree oven 20 minutes. Uncover; bake 5 minutes.
