Cook pasta according to package directions, adding peas during last 4 minutes. Drain and rinse under cold water until cool. Drain well. In a large bowl, stir together mayonnaise, mustard, vinegar and salt until blended. Stir in carrots, onion, raisins and pasta and peas mix. Add the steak and toss. Arrange spinach on a platter and top with the pasta and steak salad.
