Heat oven to 350. In a bowl, whisk the broth, orange juice, honey, hoisin sauce, sugar, garlic, ginger, cayenne and orange zest. Set aside. Heat the oil in ovenproof skillet. Season the chicken breasts with salt and pepper. Place in skillet, searing until lightly browned on both sides. Remove to a plate. Pour glaze mixture into skillet and cook, stirring, until the mixture is reduced by a third. Return the chicken to the skillet, and place in oven for about 20 minutes. Remove chicken and tent with foil. Place skillet with sauce back on burner and reduce again by about a third. Serve chicken and sauce with rice.
