Beat together cocoa, sugar, oil. Add eggs one at a time mixing for 30 seconds each. Add vanilla.
In a separate bowl whisk together flour, baking powder and salt. Mix into chocolate mixture on low speed until just combined. Cover dough with plastic wrap and chill for four hours or overnight.
Over 350. Roll out into balls and roll in confectioners sugar. Bake 10-12 minutes.
