Spray the inside of your crockpot with nonstick spray. In a small bowl, combine the Italian seasoning with water and stir to combine. Pour mixture into your crockpot and sprinkle with minced garlic. Add cream cheese and soup. Cook on low for one hour, stirring every 10 minutes. When sauce is almost done, cook and drain pasta according to package directions. Spoon sauce over pasta and garnish with parsley.
