Brown ground beef in a nonstick skillet. Drain. Stir in soup. Spray inside of cooker with nonstick cooking spray. Sprinkle 1 1/2 cups tortilla chips in slow cooker. Top with beef mixture, then salsa, and then cheese. Cover and cook on high for 1 1/2 hours, or on low for 3 hours. Sprinkle with remaining chips just before serving.
