Layer carrots, potatoes, onion and ham in slow cooker.
In a skillet, melt margarine. Stir in flour.
Gradually add milk. Stir frequently until sauce is
smooth and thickened. Add pepper, parsley, mustard and
cheese. Continue heating and stirring until cheese is
melted.
Pour over vegetables and ham in slow cooker. Push the
vegetables down into the sauce, making sure all the
ingredients are covered as fully as possible.
Cover and cook on low for 6 hours or on high for 2
hours and then on low for 2 hours.
