1. Place oil and the carnati in pot on medium.
2. Peel the potatoes and cube. (set aside)
3. Chop- onion, garlic, green pepper, and toms. Then, add them to the
pot and sauté for about 5 minutes.
4. Put the potatoes in the pot and add about 2 cups water--just enough
to cover the potatoes.

5. Add the salt, paprika and pepper, mix and cover the pot and allow to
cook. Allow everything to a boil over medium heat until the potatoes are
cooked (about 30 minutes).
6. Mix about 1/2 Tbsp flour with a very small amount of milk until it
makes a pasty/creamy mixture. Add this to the tocanita to help thicken
the sauce a bit.
