Mix milk, ground beef, oatmeal, eggs, onion, garlic powder, salt and chili powder. Shape into balls the size of a walnut. Place meatballs on a cookie sheet and back at 350 degrees for 15 minutes (or until brown). Mix ketchup, barbecue sauce, brown sugar, liquid smoke and microwave until brown sugar is dissolved. Place a couple layers of meatballs in crock pot and pour sauce over meatballs. Continue to alternate remaining meatballs and sauce. Cook for one hour over low heat.
