Hollow out the pepper.
In a bowl stir together the quinoa, salsa, salt, cumin, garlic
powder and beans.
Place a scoop of quinoa mixture into each bell pepper halve.
Cover slow cooker and cook on HIGH for 3 hours or on LOW
for about 5 hours.
