Mix salt, pepper, garlic powder, and onion
powder. Rub over meat. Brown all sides in
olive oil. Take meat out. Deglaze the pan
with beef broth and wine and add beef base.
Put roast in the slow cooker or dutch oven with
the broth mixture, onions, minced garlic and
Worcestershire Sauce. Put in oven or slow
cooker till tender.
