Set oven rack in the top 1/3 of the oven, and set for 450 deg. Line a baking pan with foil, and set a wire rack in it. Rub rack with oil or spray with Pam.
Whisk the mayonnaise, hot pepper sauce, mustard, 1/4 tsp. garlic powder and 1/2 tsp. salt in a large bowl. Add the chicken and turn to evenly coat. Let stand while preparing breading. Combine Panko, parmesan, 1 tsp. paprika , 1 tsp. cayenne, and 1 tsp. salt in a shallow dish. Roll the coated drumstick in the bread crumbs, shake off excess crumbs, and place on rack. If possible, let these rest for 15 minutes.
Bake until chicken is golden brown and crunchy, about 40 minutes. Juices should run clear when cut with a knife. While chicken is baking, in a medium glass bowl combine sugar, remaining garlic powder,paprika, cayenne and salt.
Heat 1/4 cup oil in saucepan until wavy. Pour this over the spices. When the sizzling stops, stir. Pour over the cooked chicken.

We didn't feel the oil and spices added anything to this dish. The chicken was very flaborful with out.
