Combine sugar, water and zest in a saucepan over medium heat. Bring to a boil and stir until sugar dissolves. Remove from heat and cool to room temperature.
In a 2 quart pitcher, add lemon juice, simple syrup and cold water.
To make ahead and freeze, combine lemon juice and simple syrup and pour into a freezer bag and freeze up to 5 months. When ready to use, thaw and add to pitcher with water.
